Resist or Integrate, part by part
This unit certifies a community services or health worker who can find the laws, regulations, codes of practice and ethical standards that apply to their role, work inside those boundaries day to day, and recognise and respond when something crosses a line. In practice that means looking up the rules that apply (privacy, duty of care, mandatory reporting, work-role limits), keeping client information confidential, holding professional boundaries, spotting a breach or an ethical dilemma when it happens, reporting or responding through the right channel, and suggesting practical improvements. The competency is judgement under real conditions, not reciting legislation.
A split unit. AI now genuinely helps workers find and plain-language summarise legislation, codes and policy, so that part is Integrate. But the heart of the unit, recognising a breach or ethical dilemma and deciding the right response, must be shown unaided, because the worker is the safeguard when the tool is wrong, biased, or absent.

Identify and respond to legal requirements (Split). Finding and interpreting the relevant legislation, regulations and codes is where AI helps most, so that part is Integrate with the worker checking the output against the source. But recognising a potential or actual breach and reporting it through the right channel must be shown unaided.
Identify and meet ethical responsibilities (Resist). Weighing an ethical dilemma, holding confidentiality and professional boundaries, and deciding the right response is the core competency and the safeguard the unit certifies. It must be shown unaided, including deciding when AI use itself raises a consent or privacy issue.
Contribute to workplace improvements (Integrate). Drafting and communicating practical improvements to how the workplace meets legal and ethical requirements is real-world work AI can help shape. Assess the worker's reasoning behind the improvement, not the polish of the draft.
